Description
The identifier 'unsigned' should be removed from Annex B, because
it is not a keyword.

According to Gord Vreugdenhil --

I think that originally there was both a "signed" and "unsigned"
qualifier on declarations (for symmetry). The "unsigned" was
dropped but the annex was probably just overlooked.

Fix
Add note to Annex B:
"unsigned is reserved for possible future usage."

I think "unsigned" SHOULD be dropped from Annex B.
