Description

IEEE Standards Style Manual says that a "NOTE" is not part
of the standard, it is only informative.

Some NOTES in 1364-2001 are intended to be normative.

All the NOTES should be reviewed to decided which are
normative and changed to regular parts of the standard text.

NOTE (informative) that most of the LRM has only a few isolated NOTES, here and
there, but 26.6 is full of them.

In addition to notes, other parts of the LRM which are not official
parts of the standard are examples (including comments in the examples),
notes to tables and figures, and footnotes, including figure footnotes.

However, table footnotes can be normative.

The LRM does include code comments in examples which are intended to be
normative. These should enter the main text.
