| Description |
The BNF allows attribute instances attached to a specify_block. However, there is no VPI object corresponding to a specify_block, only to the individual declarations inside it. I assume that this was accidentally attached in the BNF when it was being attached to all the other items in the same production. |

In section A.1.5, and in Syntax 2-6, 12-1, 12-3, in the rules for module_item and non_port_module_item, remove "{attribute_instance}" from before "specify_block". Specifically, in module_item and non_port_module_item, CHANGE | {attribute_instance} specify_block TO | specify_block |
