Because generated objects such as genvars (and the
potentially new objects gen scopes and gen scope arrays)
do not necessarily actually exist somewhere in the HDL,
they should be considered for inclusion in section 26.3.3.

No, inclusion would be correct. The section describes object to which vpiLineNo
and vpiFile do not apply. Therefore, we may want to include these objects.

You meant inclusion in the list of exclusions.
That is what confused me.
