Description
According to Chris Spear at Synopsys. Verilog-XL treats
an acc_set_value() with accTransportDelay and a delay of
zero as an inactive event. This is not specified in either
the PLI 1.0 sections or VPI sections. How should these
events be treated?

If it can be compared to a blocking assignment with delay #0,
then Chris is apparently correct.

5.6.3 says that "If the delay is 0, the process is scheduled as an inactive
event for the current time."
