Description
17.1.3 says about $monitor,

"each time a variable or an expression in the argument list changes value
... the entire argument list is displayed at the end of the time step".

What this says is that $monitor is sensitive to changes in the "value" of
the argument.

This implies that it is not sensitive to changes in signal strength.

In reality, it seems it is not so simple.

In the implementations I tested, if the signal changed strength and
$monitor displays only the value without the strength information,
then some were sensitive to the strength change and others not.

However, if $monitor displayed the signal strength, using %v format,
then all the implementations were sensitive to strength changes.
This also seems logical, because if you display the strength,
then you are probably doing it because you want to see changes in it.

A book I saw also described the behavior this way.

Which reminds me, though, it is not directly related to this issue:
what happens if you $display something with an inappropriate format,
such as an expression with a %v (strength) format?
