A comment from Geoffrey Coram prompted this: 7.1.2 says, "The pullup gate can have only strength1 specification; strength0 specification shall be optional. The pulldown gate can have only strength0 specification; strength1 specification shall be optional. See 7.8 for more details." The intent is to say that it is permissible to have no strength specification, or only strength1 (for pullup, reverse for pulldown), or both strength1 and strength0. This is in contrast to other gates, where you specify either no strength or both of them, but you may not specify only one.
